The public authority for industry of the state of kuwait (PAI) has implemented the "Kuwait conformity assurance scheme" (KUCAS) as of 17 Jun 2006.

The key objective of the program is to verify the conformity of all "regulated products" to Kuwait’s technical regulation. In brief, the program includes two steps as follows:

Step 1. Technical documents review:

A. For toys, pls submit the following testing report:

l Test reports issued by an ISO 17025 accredited laboratory according to EN71 and applicable parts (including EN 71-9 where applicable) plus IEC or EN 62115 for electrical toys

l Compliance to EU Directive 1907 (REACH)

l Signed self-declaration of Manufacturer or by Manufacturer’s authorized representative

B. For electrical and electronic products under list 2 of GSO LVD, pls submit GC Type examination certificate (Issued by GSO accredited Notified Bodies), based on which we will issue a GER for frequent exporter. The validity of the GER is based on the validity of the GC type examination certificate.

For shipments that include products which have already complied with the G-mark requirement, the Gulf Type Examination Certificates shall also now be presented to the Kuwait Customs in addition to the TIR during the Customs clearance process of such product shipments.

C. For rest of the regulated Electrical and Electronic products outside the list 2 of Gulf Technical Regulation for Low Voltage Electrical and Electronic products, pls submit the following documents:

l CE/CB certificate, and testing report; GS certificate and testing report and etc.

l TER application form

Step 2. Technical Inspection Report (TIR) application.

When you get a TER or our technical approvals, you need to fill in the request for TIR and offer the P/I, packing list to apply for the technical inspection, (actually, all regulated goods export to Kuwait need a pre-shipment inspection). If the inspection result is accepted, we will issue TIR based on the final invoice, packing list and bill of lading submitted by the exporter.

The fee structure as follow:

a new TER: USD100+USD30 for each model FOB value TIR fee

0-$62500 ￥1890

$62501-$200000 $270+0.4%of FOB value exceeding $62500

$200001-$300000 $820+0.3% of FOB value exceeding $200000

$300001-$500000 $1120+0.25of FOB value exceeding $300000

$500001-$1000000 $1620+0.20%of FOB value exceeding $500000

$1000001 and above $2620+0.15% of FOB value exceeding $1000000

出口科威特产品流程叫科威特产品合格保证计划(KUCAS)。该计划是科威特工业部(PAI)为了确保进口科威特产品符合当地质量和安全标准要求而实施的管制类产品的强制认证及检验。简单地说所有出口该国的管制类产品都需要通过相关认证，成功取得 TER 证书，或技术评估认可，并通过相关检验，才能取得 TIR 证书(技术检验报告)，此证书为目的港清关的必要文件。

出口 KUWAIT 的流程简称 KUCAS，分两部分

1. 技术文件审核

A. 玩具类产品，请提供以下测试报告及文件：

B. GSO 要求执行 G-MARK 认证的电子电器产品（List 2）

请提供 GC Type examination certificate (Issued by GSO accredited Notified Bodies)， 针对频繁出口的出口商我司会出具 GER 证书，GER 证书有效期同 GC Type examination certificate。

所有符合 G-MARK 要求的产品须凭 TIR 证书和 GC Type examination certificate 方能在目的港清关。

C. 除以上两类的其他电子电器产品，请提供相关测试报告和 TER 申请表，以便申请 TER 证书。测试报告将由我司审核，CE 测试报告有效期两年，CB 报告有效期三年，如无问题我司会在 3 个工作日出具 TER 证书草稿和报价单，草稿确认后，收到费用水单即可出具 TER 证书。

2. 凭我司出具的 TER 证书或技术评估合格结论，并提供相关形式发票，装箱单和检验申请表申请 TIR 检验。收到申请资料后，我司会马上报价(检验费)，并提供检验编号。收到检验费水单后，安排检验，检验合格后出口商提供*终发票，箱单和提单，我司出具清关证书 TIR。

3. 费用（以下报价不含 6%VAT）
